It's not encrypted and won't clear in dvbdream.
A recording does play in VLC.

It is something arabic, I think Iranian as it seems to be all about Iran v USA.

I can assure you when I looked at it, it was Arabic, quite possibly about the Irainian / USA issue as they were showing the whitehouse then the ships in the gulf that got sabotaged.
I watched it for around 5 minutes. Obviously couldn't understand a word being said.

It was being reported as being encrypyed in Biss but two times I recorded it as I couldn't get a crypt8 and both times it was unencrypted but would not clear via dvbdream. I tried to view with the inbuilt viewers in windows 10 but nothing except a static image. I tried VLC and it played fine.
