Now all channels including the 3 Biss/Part Time Biss (ie Events Only): Az TV 1, Idman Azerbaijan, ictimai TV on transponder 11K have changed from SR 14400 to SR 17600!!! With some changed SIDs...

Yes, the signal has lost a lot. But it's not impossible to receive the channels in europe.
Here signal in west-germany on 125cm dish:
