Phone camera quality

Hello.I saw in the net about Samsung Galaxy S5 and Samsung Galaxy Tab 3 7.0. S5 has a camera of 16 MP ,while Tab 3 7.0 has a camera of 3.2 MP. What does this exactly mean? Does it says that photos and videos taken from S5 have a quality of 5x higher than those ones taken from Tab 3 7.0? Does resolution you decide in camera app takes place in it or whatsoever? Please ,give some detailed information,but simple to understand.

Yes,much better is sure,but how much? Tab 3 7.0 can record videos at 1280x720 (720p) and S5 1920x1080 (1080p). But how is it possible S5 has 5x more MP and can only record 360p better than Tab 3 7.0?
