I am sure that Hotbird 13F is not now at orbit 13.42° East (N2YO) and that Satellite is still moving East . But TLE websites (N2YO , Celestrak etc) are the only source which is available to the sathobbyists.

probably it's misinformation. the sat reached to 13E.
