check if your com port number of your USB on your laptop is the same as in the program you are sending the data to the reciever,

the program you are using to send data..is it configured to com-port 3 ?
check if your laptop usb's work correctly , by trying other devices ex. pen drive etc

or try too reinstall the usb to serial port converter again
it can be also that the cable has a defect

i have one of those converters , had some trouble when started using it , than found that i had to change it , it was not connectin good

the cable is installed ok as it said the device is installed and ready to use,the program is set to com3 as all other com configs give me an error so its got to be com port 3,all usb on the laptop are working fine as i use a memory stick and a camera ok,in device manager there are no errors.

im stuck now
