For a change,I think it is good the provider is thinking they have the upper hand on this new change.
The only problem would be that if they do not use it in all services and only few the only solutions would not be made public for a while,if never.

Not sure what you mean by different tables.
If for TS tables,they are using the same.
In case they would be using a different table would be easily spotted in the logs.And you'd be able to decrypt the usual tables (0x82,0x83,and they could use others)
Second,the fact that EMM cannot decrypt regardless the content points to algorithm change,or base key change or both.
There is another fact,the original algorithm was taken from an IRD,which could supposedly be also updated to new firmware and then make known the new algo,and is all up the ones able to do this.
I think is wise to wait until the provider is confident about the new patch and use it in many more services for any solution to pop up somewhere.
So don't think about this too hard, just read the posts about MTN from January I guess (maybe February? don't remember).
