Not sure I understand what your saying here. Are the boxes defective? What type of boxes are they and how did you purchase them ie. paypal, visa, mastercard, etc. Furthermore where is this guy based and how did you find him?

If that last sentence is some info that he passed on to you - then what he is saying is that picktv is only possible using oscam rather than cccam.

pick tv will only open locally with oscam,so if you have a uk card and its not opening that channel you need oscam to read the card,or the server where the card is needs oscam to open it.

You need to go through paypal - and stick to them. Also, be aware that there is a time-limit as to how long you can leave it before you lodge a dispute. He may be playing for time. If you returned them, then I would imagine that you are entitled to have them replaced. Check his 'terms and conditions' as outlined either on his website, no ebay - or wherever you found him. Do you have a record of them being returned - did he sign for them? If not, has he acknowledged receipt of them - it's important that you establish this too.

Did you just pay with paypal - or paypal via visa card? If the latter, then if paypal let you down, you have recourse to seek a chargeback via visa. Neither are likely to be helpful - you have to fight your corner with these things. Read up on it and educate yourself ....knowledge is power and all that...

Paypal are not going to do you any favours. I know you said you contacted them - but have you actually registered this via their resolution centre? You need to do that - as there is a timelimit on this. In addition, IF you didn't just pay with paypal - but paid paypal (without having logged in to your paypal account) via visa/mastercard - then that will give you added protection. If paypal don't play ball (which they didn't with a somewhat similar case that I had with them), then you have recourse to a visa chargeback. Again, there is likely to be a timelimit to requesting the chargeback.

Let us know how you get on.
