opkg plugins

hi all I have been told that I need opkg plugins to manually install ipkg packages on my vu+ duo with pli 2 image installed. anyone know where I can get this,

opkg is part of PLi 2.0 dont need to add it.
eg to install a plugin from telnet do the following
opkg install name-of-plugin.ipk
