No signal forTV8

Can I get TV8 to clear ? I am only getting 30% Signal intensity and 11% signal quality. I am using the public key from the biss keys section. Please help, because I want to watch Juventus vs Inter this evening. I have EL 700 FTA.

Thanks mate, got it now and for the benefit to others, at first I could not input 42.06 so I entered 42.6 and i succeeded. Thanks again.
