80% of known keys have been known/public for a long time and havent been changed immediatley. if the broadcaster/uplinker was that bothered they would all switch to a secure encryption system imo. regards mdt
You opinion leads to think that the broadcasters are not bothered by people watching their biss encrypted signals.

I think they all do,and surely is not my opinion but a fact.
If they weren't bothered,they would just set their feeds to FTA,which makes more sense than what you are saying.
There is also another fact that your opinion is not considering : the cost of use another encryption.
Most of the broadcasters using biss in a permanent basis have no financial resources to use any other encryption but biss.
Where does this facts lead your opinion to?
