Hi Mate

The stuck on ON problem can sometimes be fixed by trying different loaders and loading earlier firmware.

Try and let us know how it goes.

If your 3020 is the none super model and is b-chip then try this firmware and loader which is designed to solve this problem. Use the all code and bootloader option to flash with.

If this works then you'll need to then flash the latest firmware.

I think you need to give us a bit more details please.

If the above firmware and loader do not cure the ON problem all you can do is keep trying different loaders.
