Digital Video Broadcast Decoder for Cable TV & Unlimited Broadband Internet

I learnt that the DVB-s (PCI card or USB box)in addition to the conventional delivery of TV and Radio signal could be used to deliver broadband-like internet to the PC with the use of signal converters and software.

Is there somebody out there who can enlighten me on the step by step procedure as well as the software required. I currently using my USB DVB-s box for satellite signal only.
