You have to be approved as a good uploader to get that permission.
To gain approval you could use rapidshare type links or upload to here where all members can attach files.

If the files you post here are good then we will move them to the relevant sections and eventually you would be approved if your files are good.

I got same problem .recently when starting a new thread or replying to a thread there are not options to attach files the only option is quick upload photos only?
