Rosscrypt is not Compel, even they are actually the same. both of them xor video and audio data (both of them are unconventional CA's like PowerVU in DES mode/It doesn't use CSA). Compel uses dynamic xor-keys and Rosscrypt uses an static xor-key to encrypt data.
So you shouldn't set Compel_PMT_SID for it. This setting will cause conflicts. Clear your additional `Compel_PMT_SID` data, restart the DVB app and then tune to one of the Rosscrypt channels and wait. Emu will find the xor-key. It doesn't need any additional settings.
You can test the posted .ts file with TSReader (PMT 266 and 259).

How do I input the key manually?

It will find the xor-key from the incoming stream. It doesn't need any settings.
