What is moving onto Eutelsat 5 West B:-

FlySat Fransat Packages will continue encrypted on E5 W B

https://www.lyngsat.com/freetv/France.html French FTA TV on E 5 west B soon + FTA French TV on other satellites,

Due to the reduced capacity on the New satellite due to a damaged solar panel some of the current Italian TV has already migrated to Eutelsat 9B as there will not be enough capacity for all the TV that was on E5 W A.

Tracking showing 5.9 west moving west.Is it false reading?

Yes it is a false reading as mentioned in this thread the tracking is automatic & does not know when the satellite stops this will be manually corrected soon.

Paris, 17 January, 2020 – On October 24, 2019, Eutelsat announced an investigation into a malfunction on one of the two solar arrays on its EUTELSAT 5 West B satellite. Pursuant to this investigation, the loss of the satellite’s South solar array has been confirmed. With the exception of the South solar array, the satellite performance remains nominal.

The attendant power loss means c.45% of the capacity of the satellite can be operated.

The satellite is now expected to enter commercial service later in January and is expected to meet the designed life time.

It still looks like a back up satellite will be required here to fulfil the transponder contracts assigned to 5 west,
The move by Mediasat to 9B @ 9 east may only be temporary measure,
Eutelsat Quantum was built for this specific purpose to back up or replace a damaged satellite.

So in short due to a broken solar array its no longer possible to pick a signal for MIS channels since they are already all moved to 9 East on a tight enuff Italian Beam so its basically mission accomplished plus a year or two work to Re-align dishes without the need for Eutelsat Quantum ??
10 million euros wasted i am pretty sure would have went a long, long way to doing the job properly instead of sticking a plaster on the situation and hoping it will hold : )

Mediasat will remain on 5 West A for some time 0.2 inclined orbit as it is going to take a while to relocate all the customers dishes to 9 East,

I will not be surprised if 7A moves to 5 West for a couple of years this has to be a cheaper & better solution to the current problem.

what about the french package will remain or also be moved to 9º

The French package's will move tonight to Eutelsat 5 West B @ 5 west.
If you read through this thread you will see that this has already been mentioned.

Mediasat will remain on 5 West A for some time 0.2 inclined orbit this will buy enough time for 7A to move to 5 west for a couple of years this has to be a cheaper & better solution to the current problem.

As it is going to take a while to relocate all the customers dishes to 9 East I cannot see this happening in the short term.
