Why some hotbird 13 frequencies are very weak and the signal level is very low and very bad?

It would depend on 2 factors, first would be weather related issues, usually some frequencies that are weaker fare worse when there is rain or it is overcast outside.
another issue would be in regard to what LNB you use.
I would suggest that you would use an Inverto Ultra HGLN 40mm LNB as the gain would be alot more than other LNB's.

But there is many different reasons why @ victor new is struggling for signal until he posts what set up he has Receiver , Dish,LNB,Cable, Motor ? etc.. then it is impossible to determine why he is actually struggling .

These TP have reception issue also with, I live almost out its coverage beam, not all Transponders are receiving, using Vu+solo2, 3.5 Meter dish with Inverto Black Ultra LNB
