EBSpro+DVB Dream

Receiving satellite: 100.5e C + 100.5e Ku

Receiving card: TBS 6902

Port 1: ebspro (100.5e C + 100.5e KU) (versions 8.0-17.0 have tried)

Port 2: DVB dream (100.5e C + 100.5e KU)

Now if I scan 100.5e C in EBS and DVB dream watches 100.5e Ku, I cannot receive the signal. EBS scan must be switched to 100.5e Ku, which is where there is a conflict.

Being a dual tuner, you should be able.
Check LOF settings to make sure you can use both tuners independently.

on EBS pro check tuner device and LNB setting and also on DVBDream go to diseqc setting and configure properly. If all setting are ok then it must be all good to go by restarting both app. Closing and re-opening the app will help.

How to set it in 2 software and whether to open it at the same time
Programs like DVBdream let you use different plugins in different PIP folders,so you could tune couple channels at the same time.

The program should basically have 2 tuners sections for settings.
The only way a single program to tune 2 channels is through PIP.

I do not think any program could access a tuner while in use by other program,so 2 programs simultaneously is not the way to use a dual tuner card.

It seems that only two satellite Ku receivers can be used
You have a solution by using L band frequencies instead of Ku or C band frequencies for each trasponder.
Using L band would just set LOF to 0,and you'd be able to tune anything.
