I can't get a signal On Sky Star HD 2 card
in Frequency : 11429 - V - 34000 On 10E When there is a FEED

There is a good signal in a satellite receiver
But on Sky Star HD 2 card No signal with ProgDVB or DVB Dream

You should test this freq when feed is active.

No this feed it may possibly go active tonight for some Copa Libertadores matches but really its far from certain if it will .
Copa Libertadores matches 90% of the time use Fiber links and have no requirements to use satellite whatsoever ,

For sure 10E 11428 V 34000 will be active tomorrow night Midnight UK Time for
CONCACAF - Champions League matches .

Then for Certain Friday night Feed will be active 8pm UK Time for Real Madrid v Eibar and Liga Smartbank match too .

It's not a 24/7 Active Feed whatsoever so as mentioned You should test this freq when feed is active.

There is a signal on the VSIONET satellite receiver
As you can see in the picture
But unfortunately on DVB Card there is no signal

How to solve this problem ???

First of all, test this freq:11346 H 27500 and 11305 V 34000

if your DVB Card is SD only that would explain why no signal
there should be no other reason for no signal .

I remember that a skystar hd card doesn't support Symbol Rate upper than 30 MS/s like follwoing card:SkyStar USB 2 HD CI TechniSat

For DVB-S2:
Symbol Speed: 10-30 MS / s
FEC Support: 1/4, 1/3, 2/5, 1/2, 2/3, 3/4, 4/5, 5/6, 8/9, 9/10
Demodulation: QPSK and 8PSK
Max. stream: up to 90 Mbps agsat
