Text codepage problem. "Western" codepage instead of Unicode.

Hi, dear admins!
This forum actually use Unicode charset. This is good.
But there are some problem with non-latin (i.e. cyrillic) texts.
I see weird symbols instead of cyrillic letters. I have to manually switch codepage settings in my web browser from "Western" to "Unicode" to see cyrillic letters.

At the "head" section of every page there is the string
PHP:
<**** ***********="Content-Type" content="text/html; charset=ISO-8859-1" />
I think, it must be charset=utf-8 instead of charset=ISO-8859-1

Please, check forum engine settings.

Thanks for your suggestion. But charset is related to forum language. If you switch to Russian language it will be set to utf-8. The forums default language is English and site is built based on that.
