It is a piece of software that emulates a subscription card of some encryption system or in some cases lets you read your original subscription card.
At least that's what it means in this part of forum.
There is also a piece of hardware that named cam,short for conditional access module that lets you read the card when placed into the receiver's ci slot. Basically servers as a slot for the card.
