You can't start a thread in addons & plugins because you don't have upload permissions.
Doesn't that make sense.
Because that forum is dedicated for files and members that can't post files don't need a permission to start a thread there. There is dreambox chat forum for discussion.

As to not downloading, it is not true that you can't download. You just can't download excessively.
