What are the best codecs (Audio -Video) for 4K Channels?

Well, there is only one: HEVC aka H.265. A powerful processor is what you need in order to play them without freeze. I tried VLC with HEVC/H.265 and I was able to play a 4K video without any problems.

I use it to playback TS file (recorded in TransEdit), only sound, how to decode the video?

ive not yet tried it but i do use Lav Filter codecs

CPU : Intel kabylake series.

GPU : All HEVC supports GPUs.( Cheapest GTX1050 Ti )
