You can buy from XMW .Most are expensive, but the cheapest is the model DRO(Dielectric Resonator Oscillator)R9216DF for 21.2-22.2 GHz band, which costs 150$ and feedhorn 50$.It has to be noted that shipment is 100$. Those in PLL(Phased Locked Loop) are very expensive.

Here's what it looks like this DRO:

SATESCO bro,i think it is very expensive...
Maybbe this is waht you seek ??

Code:
http://www.freetv.ie/saorsat-ka-band-lnb.html

or ..

Code:
http://www.satworld.ie/saorsat-ka-band-lnb.html

i fitted one of these today for Irish Saorsat TV on 9°E as a test
because im gonna dedicate my 1.2M Offset Channel master dish @ 9 East because i seldom use that dish .

Today i Tested KA Sat LNB on a sky mini dish signal holds at 72%
i was hoping for a little signal more since beam is practically aimed on top of me , this project took up most of my day today
because sky mini dishes are cheap scrap and even useless even for 28E here in Rain so surprisingly difficult to pick up 9E

i'll fit this LNB on my 1.2M dish when weather mends up a bit im sure to get much more signal too .
i believe outside of Ireland u will struggle with Saorsat i can hardly believe how rubbish this signal really is

hope that helps ?

Parameters are:
KA-SAT @ 9E
20.185 GHz, Left Circular Polarisation,
DVB-S2 QPSK,
SR 25000 with 2/3 FEC

sky mini dish signal holds signal at 72% in Far North of Ireland
Gotta be at least around 90% on my 1.2M Channel master offset dish [ i will test soon ]
not sure how good signal will be outside of Ireland however
like i said i was hopefull a small sky mini dish would give me great signals but instead i found signal to be just boderline okay and nothing special .

cheers !

Indeed, for many users any LNB that goes above 100$ is expensive. But,like any hobby, cost. When you don't have money, any advice is useless:(

As you said, outside Ireland,it is very difficult to get a signal on this frequency. And yet, with a LNB Inverto for Ka-band,you can receive in Europe beams on different areas. It should be noted, only what you receives on these beams are actually Data(stream),not channels!
I use Inverto Twin(for Saorsat)to scan Ka-band at 9.0° East,and here's what I got from this position:

But with LNB XMW,I have received African channels from 16.0° East:
