how to install tspanel on original image?

Hallo how to install tspanel on original image?
I found a tutorial how to do it using Telnet but I get a error message "cannot install package /tmp..." any other method that can be successful

I have a Dreambox 920UHD original and wish to install enigma2-plugin-extensions-tspanel_8.0-20181102_all.ipk, What is the command line in Telnet to install it,
or does newNigma image (which I have) has anywhere from where to install it?
