Plugin to open Afn at 9 degrees east

Can someone help me with the dvb, with what plug-ins should the Afn packet hack with the power vu encoding system open at 9 degrees east?

I have a card
* DvbSkyStar Usb2 HD CI
I've tested it with any plugin. I did not have the package
* Afn at 9 degrees east if packet hacked.

Yeah, but this does not open or maybe I do not remember to activate it.
Not every kind of plugin works with my card because it is checked and it's not a problem.
