Maybe they are using optical solutions and speedy up links for streaming instead of satellite feeds. Delivering UHD content with higher chroma sampling requires very high bit rates so that the economic solution is to use fiber technology.
I don't think they use NS technologies because they didn't improve the capacity enough in practice.

User Forsat, or Feedsat on the other forums, is a French guy who has NS2000 demodulator, he usually post these news with of course screenshots.
According to what I remember from those threads the price you must pay for this device is high besides you must have other devices to transform the output of NS2000 to something understandable by TSreader, etc.
HBS is "Host Broadcast Services" together with IBC, they host feeds for global broadcasting.
I just forgot to mention NS4 improvements, NovelSat increased the transponder capacity much higher than S2/S2X standard. You can refer to their website.
