It is a system for instant messaging. Message will be delivered right away but receiver can't see it until he refreshes current page or changes the page. Then he receives a pop up with your message.
You can access the pager from quick links in navigation bar.

Or you can click on pager icon in someone's post to page that person.

If for some reason you don't want to use pager you can disable it in user cp, just go to edit options.
And if for some reason you are here just to download files and have zero posts you can't use pager if you want to
Pager can be used only by members who have at least 1 post.
