Changed baud rate settings

The baud rate setting only needed at reader setup and card init. After this the used baudrate is determined by mhz used.
So just set the ftdi to max avbl speeds which is 3000000 for this device.
Since the line break issue is done setting the correct actual used baud is not important anymore.

Fix frtizbox build error. Use internal TommyDS fucntions instead gcc's one.
Fix problem in push out using "cacheex_drop_csp = 1"
Use check_cache thread only if cacheex build, to avoid useless cpu load (1%) in no-cacheex oscam!
Set cacheex_allow_request=0 as default for reader and user. It is an option to cacheex, so should be disabled by default.
