Russia to tackle digital piracy

The Russian telco and pay-TV operator Rostelecom plans to set up a public registry of digital works in order to protect copyright holders from piracy.

Vedomosti reports that the company’s board of directors has approved a contract with the Ministry of Communications that includes the development of proposals to establish a system of protection of copyright and related rights on digital content.

The contact is valued at R5.9 million (€136,820) and the proposals have to be ready by the New Year.

The authors of digital content would be able to post their work in the registry and it would be fitted with digital markers that would help internet users understand the terms of use of the products.

Authors and rights holders would then be able track the number of downloads through the registry.

The idea of creating such a registry was approved by Russian President Dmitry Medvedeev last summer.

However, it is felt it could only be effective as part of a global system.

Rostelecom is a leading player in the Russian IPTV sector and its other interests include a majority stake in NTK, the operator of the country’s large cable network.
