Polish housing associations hit cable competition

05.55 Europe/London, September 28, 2011 By Chris Dziadul

The Polish competition authority UOKiK is acting against housing associations it sees as limiting choice in access to cable services.
In a statement, it says it has already done so on four occasions this year.
In three recent cases, it ruled against Nasza Praca in the city of Czestochowa, fining it PLN148,521 (€33,768); the Lezajsk housing association, with a fine of PLN23,691; and Grunwald in Poznan.
In the case of Nasza Praca and Lezajsk, its rulings are not legally binding and have been appealed against by the associations.
With Grunwald, on the other hand, the UOKiK ruled that the association was applying illegal requirements for operators’ to use networks other their own, thereby increasing the cost of services offered to customers.
