Pacification enables DTH to expand over Brazilian favelas

The recent entrance of the Brazilian police in Rocinha, the greatest “favela” of Rio de Janeiro, accounts for a new opportunity for DTH operators to capture subscribers in Brazil, after the departure of those in charge of administering illegal connections in the area. Sky and Vía Embratel, for example, already rely on special packages targeted to lower income sectors.

Each time the police take up one of these favelas, illegal connections start to fall. And those willing not to lose their Pay-TV services turn to satellite TV systems, according to what a DTH seller of the region explained to BBC Brazil. In face of the aforementioned, new commercial options open up for those systems, interesting in regularizing such area situation. Accordingly, a year ago, Sky launched its so-called “Sky UPP” project, by means of which the service is offered to communities where Pacifying Police Units (PPU) operate. The package offers 89 channels at USD 25,3.

In July this year, Vía Embratel, second DTH in the country after Sky, presented its Via Paz, a Pay-TV package of 46 channels at USD 17 initially targeted to the pacified communities of Alemão, Penha and Vila Cruzeiro of Rio de Janeiro. This initiative is expected to expand over other areas in 2012, according to what the company has informed.

Rocinha favela – together with other two communities, Vidigal and Chácara do Céu- was taken up by the police last November 13. Rocinha has been estimated 120,000 inhabitants.
