It depends on what kind of website you want to create. You can create a site with wordpad if you know html code. You can also use MS Frontpage for simple site too. You can use Macromedia software for flash websites. Some nice javacodes can always come in handy.

This is bulletin board based on vbulletin software. For that you need to purchase vbulletin at their web site. There is other alternatives, you can use free bulletin board softwares.

You need hosting that has php and mysql installed.

Well web site has to be on some server, right? So you have to buy a place on some server to upload your site on. For that you go to companies that provide web site hosting. For bulletin board that server has to have mysql and php installed, but that is pretty much standard so most of them should have it.

Lol, you can't just come to some forum and ask to run it
Only people I know and trust, and are proven to be capable can do it.
So you can forget about helping run this board. But you can open your own board for free. Like this for example:
