Viasat HD channel on 4,8 E

On the two transpoder that got viasat hd channel,
i have strenght 80 and quality only 10?
so i cant find any channel.
Why to quality 10 ist wrong settings?

i solved the problem

when i change the "pilot" to on

the quality went upp to 90 %

its on 12399 and 12437
